Miami-Dade sheriff condemns GTA 6 plans to turn Miami into Vice City
Miami-Dade’s sheriff has publicly spoken out against a proposal to transform parts of the county into real-world recreations of locations from Grand Theft Auto 6, arguing that the game’s fictional Miami-inspired setting glorifies the very crimes her officers work to prevent.
The dispute centres on a pitch made by Miami-Dade mayor Daniella Levine Cava to Rockstar Games in June of this year, first uncovered by The Miamian through a public records request. The proposal, dubbed “GTA VI × MDC,” would see the county lean into its status as the real-world inspiration for Vice City, using “approved GTA VI characters or visual references” to create a series of promotional installations and events around the game’s launch.
Among the ideas floated in the pitch deck are an “immersive arrival experience” at Miami International Airport, complete with Vice City signage and aircraft painted in GTA 6 livery, alongside branded Metromover skytrains and specially designed manhole covers. The plans also include a dockyard visual installation inspired by the game’s Port Gellhorn, featuring cargo containers, cranes and cruise ships, plus a proposed “Vice City Motor Fest” that would bring together classic cars, customised vehicles, lowriders, motorcycles, tropical graphics and local entertainment “within a controlled, family-appropriate setting.”
A further proposal, the “Vice City Radio Lab,” is framed as a blend of local history and GTA elements, offering the community access to recording, editing and digital-media equipment in a space supporting music production, podcasting, oral histories, neighbourhood storytelling, sound engineering, video-game development and other creative programming, while reflecting the central role music and radio play in the GTA experience.
Law enforcement pushback
Miami-Dade sheriff Rosie Cordero-Stutz has now challenged the marketing deal in a joint statement with commissioner Juan Carlos Bermudez. “Grand Theft Auto is a video game franchise built around criminal activity,” she said. “Its fictional world includes murder, robbery, drug trafficking, carjacking, violence against law enforcement, and other conduct that the men and women of the Miami-Dade Sheriff’s Office work every single day to prevent.”
Bermudez, who is reported to be a potential Republican challenger to Levine Cava, a Democrat, in 2028, echoed those concerns. “Miami-Dade County has spent decades building a reputation as a world-class destination for tourism, business, investment, and opportunity,” he said. “We should be promoting the Miami-Dade we have worked so hard to build, not a fictional version of our community defined by crime and violence.”
The sheriff’s comments come despite a spokesperson for the mayor confirming that the collaboration has yet to be “formally agreed to or approved.” Staff have, however, had “some conversations with Rockstar about potential opportunities around the launch of GTA VI,” according to the mayor’s office.
A strange case of life imitating art
The proposal is notable because GTA 6 itself draws heavily from Miami for its setting, meaning the county would be recreating a fictional version of itself. The situation has drawn attention for the unusual reversal, in which a game inspired by a real city is now being used as the basis for promoting that same city.
Rockstar, for its part, has reportedly embedded a team in Miami to study local culture and the habits of residents, including, in the careful phrasing of senior vice president of narrative Rupert, “ex-criminals.” The research appears aimed at capturing the ambience of the region for the game’s open world.
The clash between the mayor’s office and law enforcement highlights a broader tension over how Miami is presented to the world. Levine Cava’s pitch appears designed to attract marketing attention and tourism dollars tied to one of the most anticipated game releases in years, while critics argue it risks reinforcing a crime-heavy image of the county that officials have spent decades trying to shake.
No timeline for the collaboration has been confirmed, and Rockstar has not publicly commented on the proposal. Whether the sheriff’s objections will derail the plans remains unknown, but the public dispute has already put the would-be partnership under scrutiny.
